Overview
Position Summary
The Orange County, New York, Department of Planning is seeking to fill one of two Deputy Commissioner positions. The new Deputy will either handle oversight of the Transportation and Transit Units or the Land Use and Environmental Units. Applicants for either position should have supervisory experience including budgeting and fiscal management as well as human resource management.
Skills & Qualifications
Applicants for the Transportation and Transit Units Deputy will ideally have experience with MPO administration activities such as:
- Coordination of Planning and Policy meetings, public notices and comment, public meetings
- UPWP updates, reimbursements, and reporting
- TIP administration and reporting
- LRTP preparation
- Preparation and/or coordination of transportation plans and studies (e.g. corridor analysis, transit route redesigns)
- Consultant management
- Travel Demand Modeling and Traffic Analysis processes
- Air Quality Conformity process
- MPO coordination within a Transportation Management Area
Applicants for the Land Use and Environmental Units Deputy will ideally have experience with activities such as:
- General Municipal Law 239 review of municipal land use applications
- Preparation and/or coordination of Comprehensive Plans or elements thereof such as land use, water, economic development, open space
- Agricultural & Farmland Protection Plan preparation and implementation
- Preparation of model land use laws
- New York State’s Climate Smart Communities program
- Green House Gas Inventories and Climate Action Plans
- Grant applications, administration, and reimbursement
- Consultant management
- Coordination of trail, greenway, and similar construction projects, including grant management
- Experience working with multiple departments on County projects
- Procurement and contracting
Salary & Benefits
The target hiring salary range for this position is $100,000 – $154,130. Competitive benefits package includes comprehensive health, dental and vision insurance, long term disability insurance, and NYS Retirement.

About Orange County Planning Department
The Orange County Department of Planning is engaged in issues of land use planning, transportation, public transit, education, trends research, resource management, agriculture, open space, grants and economic issues that affect the County. The Department consists of five (5) functional units as follows: Environment, Grants, Land Use, Transit and Transportation.
The Department staffs the Orange County Transportation Council (OCTC) - serving as the Metropolitan Planning Organization (MPO) for this region.
Additionally, the Department provides staff support to the Orange County Water Authority (OCWA), the County Planning Board, the County Agriculture and Farmland Protection Board, and the County Municipal Planning Federation.
The Commissioner of Planning also serves as the County’s Fair Housing Compliance Officer. Concerns relating to fair housing issues may be directed to the Planning Commissioner.
As an Affiliate of the New York State Data Center, the Department also researches and distributes demographic and economic data, including the dissemination of U.S. Census information.
