Overview

The Home Improvement Rehabilitation Coordinator (HIRC) oversees AHA’s Homeowner Rehabilitation Programs.  AHA operates several Homeowner Rehabilitation programs funded by municipal affordable housing trust funds and/or HUD Home Investment Partnership (HOME) and Community Development Block Grant (CDBG) funds.  The homeowner rehabilitation programs provide funding and assistance to make necessary improvements to homes of low- to moderate-income households.  The HIRC coordinates the home rehabilitation process from start to finish, including inspections, development of scope of work, selection of contractor, coordination with homeowners and oversight during construction.  The HIRC reports to the Director of Housing Development and works with other AHA staff in a team approach to meet these goals.

Responsibilities:

Specific duties will include are but not necessarily be limited to:

·         Provide day-to-day administration for all housing rehabilitation programs; ensure timely progress of all program activities; ensure compliance with all applicable program eligibility and regulatory requirements for projects being rehabbed through the Housing Rehab Program.

·         Maintain communication with homeowners, contractors, and various consultants, i.e. Housing Inspectors, contractors, County and municipal officials.

·         Coordinate with AHA staff involved in rehab projects. Process invoices; maintain spreadsheets on status of each program and applicants/homes.

·         Coordinate with the Director of Housing Outreach regarding clients’ application paperwork and processing as needed. Ensure Housing Outreach staff verify eligibility and incomes of each applicant household according to applicable standards.

·         Attend site visits and other meetings as needed.

·         Supervise preparation and mailing of bid packets to contractors, and document bid openings. Review bids and communicate with homeowners and contractors regarding bid award and contracting; prepare and mail award letters to bidders.

·         Direct the preparation of contract documents, Notices to Proceed and other documents as needed. Conduct contract signing/pre-construction meetings.

·         Prepare reports as required by each municipality and/or county and serve as a liaison with representatives from the funding sources. Ensure maintenance of forms related to the program (application, income verification, subordination agreements, etc.).

·         Oversee the preparation and maintenance of environmental and historical review records for all projects as needed; ensure that files and administrative records are set up and maintained.

·         Prepare and distribute outreach materials and advertise the program(s).

·         Work with the Finance Department to ensure the prompt and accurate processing and payment of bills; monitor per-unit spending caps, programmatic spending caps, and budgets; prepare drawdowns and invoices.

·         Stay abreast of County and Municipal Request for Proposals (RFP) for administration of the Housing Rehab Programs and prepare responses.

·         Maintain and update contractor database and insurance information. Recruit contractors as needed.

·         Maintain and update Housing Rehab homeowner database.

·         Assist Director of Housing Development with other projects as needed.

Qualifications:

•         Experience in home renovation/new construction supervision

•         Knowledge in project management, construction oversight etc.

•         Familiarity with residential construction and bidding procedures

•         Ability to work in a positive manner with a diverse constituency of homeowners, contractors and consultants

•         Passion for AHA’s mission and purpose and an ability to communicate this passion to others

•         Ability to maintain many levels of detail, and daily priority-setting and problem solving. Self-direction and the ability to manage multiple priorities with a high level of accuracy are a must.

•         Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of partners and constituencies.

•         Strong relationship builder with the ability find common ground, build consensus and strengthen collaboration  mong diverse associates.

•         Ability to successfully navigate in a fast-paced, outcomes-driven and entrepreneurial environment.
