Overview
Position Summary
The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children.
The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration.

Responsibilities
Duties will include, but not be limited to:
- Track activities related to MHQIN’s (Maternity Hospitals Quality Improvement Network) community engagement and respectful maternity care and other related activities and ensure the reporting of progress, including the development of progress reports to the MHQIN, BMIRH leadership and other stakeholders.
- Identify research needs based on new and existing maternal health related policies, regulatory requirements and/or regulatory compliance via accreditation and regulatory bodies (i.e., NYS health department, JACHO, CMS).
- Conduct literature and policy reviews to support MHQIN programming and identify best practices and what is happening at the city, state, and federal level around maternal health clinical and community partnerships. Identify key strategies that can be implemented across MHQIN.
- Work with MHQIN staff and lead evaluator to collect and collate data on MHQIN M & E plan. Attend evaluation meetings to discuss and review data.
- Assist with and conduct assigned research, investigations and analysis of specific challenges in a major scientific field of physical, biological, or environmental science, including literature reviews, surveys, field studies and data analysis.
- Provide technical research and evaluation of best practices in maternal health care with a focus on maternal health equity and support the identification and assessment of new strategies and/or operational/quality improvement opportunities.
- Collaborate with internal units to promote and execute MHQIN projects.
- Assist with tracking and review of MHQIN program planning, design and promotion the MHQIN strategies by identifying appropriate platforms to have the strategies discussed.
Skills & Qualifications
Preferred Skills:
- Experience working with Doula, Mid-wives, Hospital Providers, Community-Based Organizations and Governmental agencies.
- Familiarity with/experience survey development, interviewing, managing complex data sets, qualitative and quantitative analysis.
- Experience using SAS, STATA, SPSS or working in SQL language preferred.
- Experience working at a maternity hospital and implementing strategies.
- Working knowledge of maternal mortality, severe maternal morbidity, women’s health, chronic disease, and sexual and reproductive health.
- Familiarity with the Sexual and Reproductive Justice framework and its implementation.
- Proficiency using Survey Monkey and Microsoft Office, including Word, Excel, PowerPoint, and Access; Project management tools; excellent analytical, interpersonal, written, and oral communication skills including the ability to write reports and accurate documentation.
- Experience working with confidential information.
- Ability to handle multiple and diverse assignments efficiently.
- Ability to work on teams and independently.
Minimum Education and Experience Requirements:
Assignment Level 1
- A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
Assignment Level 2 and Above
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
Residency Requirement:
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
Salary & Benefits
Salary:
This is a full-time position with a target salary of $84,981.
