Program Officer, Leadership and Capacity Building

The Program Officer will be responsible for supporting the day-to-day operation of an array of CHCS Leadership and Capacity Building initiatives. This position is part of a team-based structure that works on initiatives to provide state-based policy and leadership training for staff from Medicaid and other partners across health and human services agencies. The goal of these programs is to ensure that public health leaders and safety-net providers have the expertise required to effectively manage Medicaid programs and services and to support a robust pipeline of prepared and diverse individuals to succeed in these roles in the future. This position is a unique role that would support the Program Officer’s professional development; it includes exposure to state and national projects related cross-agency partnership, Medicaid policy, and public sector leadership.
This full-time, mid-level position will report to a senior-level manager and is based in the CHCS office, near Princeton, NJ. Local candidates are desired; remote candidates who reside outside of the NJ/NY/PA area will be considered but will be required to travel to the home office from time to time, in addition to the position’s regular travel responsibilities.
Work within a team to design and implement professional development programs at the state and national level focused on leaders in Medicaid and related partners (e.g., safety-net providers). Programs can include a focus on Medicaid policy, leadership development, and organizational development.
Be responsible for day-to-day project management, including developing work plans and timelines, tracking contracts, and writing progress reports.
Conduct research and write communications products and prepare presentations on topics relevant to programmatic areas.
Support large and small-scale meetings, conference calls, and trainings by developing agendas and slide decks, conducting participant outreach, managing meeting planning, etc.
Facilitate conference calls with project partners, funders, and other stakeholders.
Passionate about the mission and work of CHCS in promoting health and racial equity for people served by Medicaid, and dedicated to advancing CHCS organizational commitment to diversity, inclusion, and equity.
One to three years of relevant experience related to Medicaid policy and/or leadership development at a state/federal government agency, health plan, policy organization, provider organization, or community-based organization.
Master’s degree in related field (public policy, public health, health management, nursing, social work) preferred or equivalent professional experience.
Excellent project management skills, attention to detail, and ability to work both independently and in teams.
Strong organizational skills with the ability to manage multiple projects, track deliverables, and thrive in a fast-paced environment.
Strong interpersonal skills, including the ability to interact effectively with internal and external team members from varying backgrounds and areas of expertise, including ability to work with a diverse group of public sector leaders, payers, providers, and other stakeholders across the nation.
Strong communications and writing skills with the ability to write clear and effective materials for a wide range of audiences.
Ability to problem solve and analyze/synthesize trends in health policy and care delivery including qualitative and quantitative information.
Occasional local and national travel required.
