The Managing Director’s Office of Transportation, Infrastructure, and Sustainability (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and the Office of Sustainability to provide cost-effective quality services with a focus on the resident. OTIS collaborates with a wide variety of organizations such as Amtrak, DVRPC, PATCO, PennDOT, and SEPTA.

Job Description
The City of Philadelphia seeks multiple highly motivated, flexible, creative, and independent thinkers with excellent communication, interpersonal, and technical skills to join OTIS in the role of Complete Streets District Supervisors.  The Complete Streets District Supervisor be a leader in urban transportation for Philadelphia, responsible for the implementation of a range of complete streets projects and advancing the goals of the City’s CONNECT Plan and Vision Zero Action Plan.  Through their work and the projects they oversee, the Supervisor will advance transportation equity and make Philadelphia a safer, more accessible city for all roadway users. The Complete Streets District Supervisors will oversee several direct reports within the Office of Complete Streets on a portfolio of projects which within a specific geographic area of the city as well as subject matter expertise such as traffic safety, transit planning, bicycle and pedestrian planning and the related engineering that underpins that work. The Supervisor will lead communications and collaboration between their direct reports and other City staff as well as the various stakeholders including various partner agencies, public stakeholders, neighborhood groups, businesses, and elected officials.

Essential Functions

Directly supervise a team of 2-3 planning and engineering staff including supporting their professional development, managing workload and schedules, performance evaluations, and training
Develop and oversee robust, effective community outreach and engagement with public stakeholders to assure that community voice is reflected in the project delivery process
Responsible for managing the scope, schedule, budget, and resources for planning and delivery of complete streets projects
Drive innovation and best practices for multimodal transportation, pedestrian infrastructure, intersection safety, bicycle facilities, and mobility to make Philadelphia’s streets reflect the needs of its residents
Coordinate across city departments and partner agencies on project and development reviews and response coordination
Implement projects that advance the CONNECT Plan, Vision Zero Action Plan, the Philadelphia Transit Plan, and the City’s Pedestrian and Bicycle Plan.
Be a collaborative leader within OTIS and build strategic relationships with staff across various City departments to better implement programs and projects
Participate in meetings with inter-governmental partners, stakeholders and community groups related to transportation concerns
Oversees and develop scopes of work, cost estimates, and guidelines for consultant services for design and construction contracts
Prepare and deliver communications materials such as presentations, memorandums, reports, data, and maps to a variety of audiences and in various forums
Manage budget and contracts
Report on program and project goals through collected data and metrics.
Competencies, Knowledge, Skills and Abilities


Strong organizational skills and the ability to handle multiple high-priority projects.
Excellent facilitation and negotiation skills.
Proven experience to bring diverse groups together toward common goals.
Substantial experience in multimodal transportation planning including Citywide, area and corridor planning with a strong focus on transit, pedestrian and bicycle planning, including innovative program development
Track record of or demonstrated potential for supervising professional transportation planners or engineers and leading a team through high profile/political planning efforts
Leaderships skills and be adept at influencing team culture
Strong verbal and written communication skills, including presentation abilities
Ability to analyze situational information, constraints, or data and present findings in written reports, visual and verbal communication
Passion for building community capacity to help build a safer, equitable, sustainable, healthier transportation environment for our constituents
Proven ability to write reports and present research findings. Ability to effectively collaborate with others in achieving tasks and to establish and maintain on-going productive working relationships.
Understanding and experience with MUTCD, AASHTO, and NACTO design guidelines
5 or more years of experience in transportation planning, engineering, or project implementation or related fields
Completion of a bachelor’s degree program at an accredited college or university with major course work in Civil or Transportation Engineering or Urban Planning or comparable fields
A Master’s degree in the aforementioned fields is desirable.

Salary Range: $82,000 – $95,000
