Overview

The Federal Grants Manager is responsible for ensuring that the City’s recovery priorities are met, and reimbursement is maximized following eligible disasters and related events from federal funders such as Federal Emergency Management Agency (FEMA) Public Assistance (PA), the Department of Justice, and Emergency Food and Shelter Programs (EFSP). The Federal Grants Manager coordinates with City agencies from program start up through close-out, providing necessary guidance and training to City staff; convening and coordinating among key disaster recovery and program contacts and stakeholders; and ensuring compliance with disaster recovery requirements. The Federal Grants Manager ensures that City programs are positioned to optimize disaster grant resource allocation and build strong and impactful solutions to affected areas.

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Grants Office, within the City’s central Budget Office, oversees certain major federal and state funding that the City receives; supports the pursuit of grants that align with the Mayor’s priorities; increases the federal, state, and philanthropic funding that is available to the City and to agencies and organizations that benefit the City; and supports City agencies and departments in their applications for grants and in their management of grant funding to ensure compliance with grant guidelines and fiscal policies.
