Overview

The Sullivan County Division of Planning & Community Development is seeking two planners to join a team of professionals providing leadership and technical assistance to the County and its 21 constituent municipalities in the scenic Catskills region of upstate New York.  Sullivan is a diverse rural county within a 2 hour drive from New York City and is undergoing rapid change as, according to Fodors, “the Catskills Mountains are suddenly one of the hottest destinations in Upstate New York” and “the region’s capital of cool.” Encompassing nearly 1,000 square miles, Sullivan County includes the redeveloping “borscht belt” summer resort area, now home to the Resorts World Catskills Casino and the Kartrite indoor water park; the Bethel Woods Performing Arts Center at the site of the historic 1969 Woodstock festival; and the National Park Service Upper Delaware Scenic and Recreational River and the southern portion of New York State’s Catskills Park.   The pandemic has accelerated trends for urbanites to relocate here and, in some cases, establish new businesses.

The new planners will be responsible for coordinating reviews of local planning and development actions referred to the County, and will conduct a varied range of tasks related to such projects as completion of a Countywide Resiliency Plan, build-out of a 50+ mile rail trail system, development of strategies and programs to address affordable housing, implementing activities of the Sullivan County Land Bank, and assisting communities with downtown revitalization.   Duties include assisting with the development and implementation of planning studies and programmatic initiatives; identifying, applying for, and administering state and federal grants; providing technical assistance to local municipalities, community groups and businesses; preparing and conducting written, oral and graphic presentations to inform legislative bodies, governing boards, agency heads, and the general public; conducting community outreach and facilitating public meetings; and working collaboratively with other County divisions and outside agencies.   One of the two positions will focus more heavily on grant development for Planning Division projects, and for assisting other County agencies, non-profit partners, and the business community.

Both positions are competitive class subject to the civil service examination process.
