Overview
Cross County Connection seeks a full-time Sustainable Transportation Planner. The Transportation Planner’s primary responsibility will be implementing Cross County Connection’s Electric Vehicle (EV) and E-Micromobility programs, though there will be opportunities to work on bicycle and pedestrian and bus service planning projects. This is an early-career position requiring two years’ experience or a master’s degree. Cross County Connection is the designated Transportation Management Association (TMA) for the seven-county southern New Jersey region: Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester and Salem. Cross County Connection assists local governments, businesses, schools, social services organizations and residents to create equitable, safe, and environmentally sustainable transportation options in South Jersey. Clients include individuals, municipal and county governments, state agencies, and employers. The Transportation Planner will represent Cross County Connection at municipal and county meetings, participate on regional and statewide steering committees and attend other meetings, as necessary. Cross County Connection’s clients include municipal and county governments, state agencies, metropolitan planning organizations and private sector employers. Technical projects encompass urban, suburban and rural areas within South Jersey’s seven counties. The successful candidate will be a self-starter who can work independently with initiative and creativity, as well as work within a team environment that includes planning, marketing, and education professionals. This position is part of Cross County Connection’s Technical Staff and reports directly to the Program Director. Primary projects include:
- Develop and implement Cross County Connection’s Electric Vehicle (EV) program. The program has two focus areas:
- Encourage local governments (municipalities and counties) and private sector companies to implement policies and infrastructure that result in EV charging station installation and vehicle fleet conversion.
- Educate the public on EV topics with a goal to encourage EV adoption.
- Provide guidance to local governments on laws, policies, procedures and infrastructure needed to plan for and safely accommodate e-micromobility vehicles, such as e-bikes, scooters, etc.
- Assist local governments with drafting, adopting and implementing the New Jersey Department of Transportation’s (NJDOT) Complete and Green Streets for All Policy.
- Develop and implement Cross County Connection’s Sustainable Jersey municipal assistance program with a focus on transportation-related Actions (www.sustainablejersey.com).
- Organize webinars and in-person workshops on EVs, Complete and Green Streets and other sustainable transportation topics.
- Assist local governments with preparation of state and federal grant applications for sustainable transportation– related projects.
Cross County Connection has a small staff (12 positions total; 5 planners), therefore the Transportation Planner may also be asked to assist other staff planners with projects as the need for additional assistance arises or new projects come online. These projects may include:
- Pedestrian and bicycle road safety audits.
- Pedestrian and bicycle planning.
- Complete Streets Demonstration projects/tactical urbanism.
- Safe Routes to School Travel Plans.
- Bus route design and scheduling.
- Other sustainable transportation-related projects, as they occur.
Qualifications
- Degree in Urban & Regional Planning or related degree and/or experience.
- Minimum of two years of professional planning experience or a master’s degree; internship experience is acceptable.
- Must have valid driver’s license and access to an insured vehicle when needed for travel to meetings, events and site visits; mileage and toll reimbursement provided. Occasionally, these may occur outside of typical work hours or on weekends.
- Applicants must be a United States citizen or permanently authorized to work in the Unites States on a full-time basis without the need for an employment-based visa sponsorship now or in the future.
Requirements, Desired Knowledge and Skills
- Knowledge of EV and e-micromobility planning principles and best practices including and associated policies, grants and incentive programs.
- Knowledge of the principles, practices, and techniques of transportation planning.
- Knowledge of principles, methodology, practices of research and data collection.
- Excellent oral and written communication skills for preparing and presenting reports. and projects.
- Competency with spreadsheet and database applications.
- Ability to comfortably give presentations in both a small meeting environment, as well as presenting to a large audience.
- Strong technical writing skills including report writing.
- Experience with Adobe Creative Suite preferred but not required.
- Excellent research, analytical, writing and public speaking skills. Excellent interpersonal skills for facilitating relationships with municipal and county officials and staff, federal, state and regional agencies, the general public, and others.
- Ability to facilitate in-person and virtual meetings and workshops.
- Ability to manage several projects simultaneously and meet deadlines.
- Ability to interact with a diverse constituency.
