Conducts geographic analysis of the spatial distribution of housing data, land uses, demographic data, planning issues, State investments, physical assets, programmatic results and other data sets that are integral to agency operations. Conducts geographic analysis, data and image geoprocessing and address geocoding to produce finished maps that properly and clearly display results via the application of sound cartographic principles. Interacts with Planners, Engineers, Scientists and/or related professionals in various units or agencies regarding the procurement, preparation, and/or editing of machine-readable data. Assists with and/or conducts data file management including data location structure, open data sharing platforms, routine maintenance of file updates and development of metadata that are fully compliant with statewide protocols. Coordinates database design and coding conventions using programs such as Access, Excel, STATA and R, and develops corresponding data entry and editing procedures to ensure compatibility with geographic files which may then be input to GIS software or used to generate reports. Coordinates and/or performs the design of layout and features on map, graph, and chart output products to be incorporated into planning and analysis reports. Develops mapping applications and open data sharing protocols using ArcGIS Pro, ArcGIS Online and ArcGIS Hub. Writes, tests, fully documents, and maintains application programs using Model Builder, Arcade, XML and other appropriate computer languages. Provides technical advice on questions or problems which may arise in reference to statistical mapping and geospatial data interoperability. Conducts, coordinates, and/or oversees research on modeling, computer graphic, and mathematical mapping techniques made possible by GIS, and relates these directly to information needs of the agency. Coordinates GIS software licensing and the maintenance of hardware/software systems including emergency repairs to hardware when necessary. Assists with coordinating and/or conducting training sessions for the use of specialized mapping software. Prepares and/or coordinates the preparation of technical reports and correspondence in the course of official duties.




EDUCATION: Graduation from an accredited college or university with a Bachelor’s degree.

EXPERIENCE: Three (3) years of experience with geographic information systems including computer graphics and computer hardware digitizing procedures. NOTE: A Master ‘s degree in Geography, or Environmental Science may be substituted for one (1) year of the indicated experience. NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. NOTE: A specific Bachelor ‘s degree in Geography, Environmental Science or related field with twelve (12) semester hours in computer mapping/GIS which shall have included spatial programming and digital image processing may be substituted for one (1) year of the above experience.

LICENSE: Appointees will be required to possess a driver ‘s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
