Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a GIS Technician for the Division of Institutional Planning & Operations (IP&O). GIS Services provides critical support to university planning and operations by creating, maintaining, and making available geospatial information pertaining to the university’s physical footprint, infrastructure, and resources.

Among the key duties of this position are the following:

  • Under the guidance and direction of the Manager of GIS Services, this position is responsible for a variety of tasks including collecting, editing, analyzing, and auditing geospatial data.
  • Supports the accuracy and reliability of the university’s web-based map application.
  • Supports division planning efforts by creating clear, accurate, and informative maps and developing high-quality graphics.
  • Converts data between software such as CAD to GIS or GIS to CAD using pre-developed tools.
  • Uses Global Positioning Systems (GPS) to collect data and using Microsoft Excel and Access to create databases.

Qualifications

Minimum Education and Experience
  • Bachelor’s degree in Geography, GIS, Environmental Studies, Urban Planning, or related field, or an equivalent combination of education and relevant work experience.
Certifications/Licenses
    • A valid driver’s license is required.
Required Knowledge, Skills, and Abilities
  • Knowledge of general principles and practices within the field of GIS and ability to use that knowledge for practical application.
  • Proficiency and practical hands-on experience using GIS software gained through formal education or training, including basic geoprocessing tools, editing, and map formatting/cartography.
Preferred Qualifications
  • Familiarity with AutoCAD and Adobe Illustrator is preferred, along with the ability to convert and manipulate GIS data and maps among these software.
  • Experience with interpreting site plans, as-built drawings, and design drawings is preferred.
Equipment Utilized
  • The position will use ArcGIS, ArcGIS Online, handheld GPS data collection units, and mobile data collection applications on a regular basis.
  • The position may be called upon to view data in AutoCAD and perform data conversion using a proprietary conversion tool, which the hired candidate will be trained to use.
Physical Demands and Work Environment
  • Most duties will be undertaken in a standard office environment, however on occasion the position could require up to a full day of field data collection at a time, as well as travel to various campuses and off-site locations in the performance of field data collection.
  • This position requires prolonged standing and walking.
  • This position will require driving to various parts of campus.
