Overview

The Supervising Planner – Transportation will be a highly experienced and motivated technically proficient big thinker who is detail-oriented, cutting-edge, creative and thoughtful. They will demonstrate a deep understanding of federal, state, and regional transportation funding policies; working relationships between the County, municipal partners, and other public and private stakeholders; and current trends and best practices for the planning and implementation of transportation infrastructure and policy across multiple transportation modes to address the safe, equitable, and efficient movement of people and goods.

The Supervising Planner – Transportation will be responsible for the implementation of the County’s long-term vision for infrastructure investment, transportation and mobility; external relationship building with federal, state, regional local agencies; internal relationship building within the county organization and the Middlesex County Department of Transportation; and oversight of transportation and mobility planning staff and consultants. They should be experienced in project management, supervising staff and be familiar with Complete Streets, Vision Zero and FHWA transportation safety planning best practices.

EXAMPLES OF WORK:

  • Develops and supervises the development of comprehensive plans and programs.
  • Supervises the conduct of studies and surveys and directs consultants conducting technical studies involving transportation planning.
  • Supervises the work operations and functional programs of staff.
  • Responsible for effectively recommending hiring, firing, promoting, demoting, and disciplining employees.
  • Coordinates transportation planning activities with federal, regional and other state and local planning efforts.
  • Establishes and maintains liaison and cooperative working relationships with other agencies and interested parties involving planning matters and issues.
  • Assists in preparing fiscal documentation and monitoring expenditures related to transportation planning projects and grants.
  • Assigns work, supervises, and coordinates the activities of planning personnel engaged in various planning tasks.
  • Reviews and analyzes technical reports prepared by consultants.
  • Supervises the preparation of contracts for transportation planning activities.
  • Supervises the analysis of data involving transportation operations and facilities.
  • Supervises the preparation of environmental documents associated with transportation planning projects.
  • Supervises the preparation of technical reports that assess the social, economic and land use consequences of transportation projects.
  • Prepares and supervises the preparation of clear, sound, accurate, and informative transportation and other planning reports and studies containing findings, conclusions, and recommendations.

This position requires a master’s degree in planning or a related field and a minimum of seven (7) years of professional experience in transportation planning, with a minimum of three (3) years of experience in a supervisory capacity.

A license as a Professional Planner, issued by the New Jersey State Board of Professional Planners, is required. AICP certification is preferred.

Middlesex County resident preferred.

The anticipated starting base pay for this position is $ 110,725 – $ 120,000 per year, depending on experience and qualifications.
