Overview

Roles and Responsibilities:

  • Intake capital improvement concepts from the Rail and Surface Transportation service lines and evaluating their merit in relation to ongoing projects, particularly in and around the Northeast Corridor.
  • Research, accumulate and institutionalize NJ TRANSIT design and planning practices based on global best practices in transportation resiliency, climate change adaptation and sustainable design.
  • Lead activities that include modelling, planning, and designing future transportation networks that deploy resilient and sustainable infrastructure related to climate change adaption.
  • Coordinates the transportation planning and engineering of infrastructure and fleet compositions dedicated to improving the resiliency of the transit system.
  • Assist project managers for major capital projects as a technical advisor.
  • Serve as an advisor or task lead for major projects and programs related to resilient transportation systems planning/design and climate change adaptation planning/design.
  • Shepherd candidate projects through the Capital Plan process to develop a right sized scope of work, budget, and project delivery schedule.
  • Employ use of external consultants as extension of staff to evaluate potential projects for their life cycle cost value, business case, benefit to the NJTRANSIT system operation, and to the state of New Jersey as a whole.
  • Assignments can include: Developing fleet, facility, and infrastructure plans for resilient transportation systems, studying opportunities to deploy sustainable design practices to improve the agency’s ability to adapt to climate change, coordinating with stakeholders involved in major resiliency projects and initiatives, developing models and calculations to analyze projected future and existing climate risks including coastal flooding, significant rain events, extreme heat etc., assessing operational impacts of major extreme weather events, and writing policy recommendations for adopting new resiliency and climate change adaptation practices.

Education, Experience and Qualifications:

  • Bachelor’s Degree in Engineering, Planning, Economics or related field.
  • A Masters’ Degree in Engineering, Public Policy, and/or Planning is preferred.
  • Six (6) years of experience that are related to the following: Resiliency planning, design, and/or policy, sustainable infrastructure, Engineering, Transportation Planning, Public Policy, and/or Urban Planning.
  • Experience in any of the following topics: Climate Change Adaptation, Resiliency, Emergency Response Planning/Management, Sustainable Transportation Systems, Sustainable Infrastructure, Public Transportation, Flood Risk Modelling, Transport Systems Planning and Scheduling and/or Climate Risk Modelling is preferred.
  • A Master’s degree in Resiliency Planning, Engineering, or Public Policy can substitute for two (2) years of experience.
  • A PHD in Engineering, Resiliency, Sustainability, Planning or Public Policy or related field can substitute for career experience.

Knowledge and Skills:

  • Capable of reviewing and analyzing climate change threats including projected future extreme weather events and changes in frequency of nuisance climate events.
  • Capable of identifying opportunities to deploy sustainable practices to improve the agency’s ability to adapt to climate change.
  • Capabilities in GIS and other geospatial tools, a firm understanding of statistics and probability related to climate change and extreme weather events, and/or understanding of deploying sustainability practices to adapt to climate change.
    Working Environment:

Typical indicative of an office environment and capable of hiking /light climbing for field visit / visual inspection of facilities and facility components.
