RESPONSIBILITIES:

  • Directs and supervises the project intake process and manages the agency’s portfolio of new investment initiatives and ideas seeking capital funds.
  • Directs planning studies, assessments, research, and other initiatives necessary to create new projects, validate existing projects and develop capital plan documents.
  • Prepares technical documentation for projects for funding opportunities including developing business cases for major projects and programs.
  • Coordinates with stakeholders internally and externally to progress the capital planning process and support project development and implementation.
  • Directs planning and research activities to ensure future projects incorporate both established and innovative technology solutions.
  • Manages the annual update of the capital plan with a focus on the agency’s portfolio of facility and yard needs.
  • Maintains the agency’s portfolio of projects and programs for facilities and yards.
  • Maintains the agency’s portfolio of facility and yard data that includes existing facility requirements and usages, fleet storage needs based on existing and future planned services.
  • Serves as an advisor, task lead, and/or subject matter expert for major projects and programs in the fields of transportation planning, facility planning, and capital planning.
  • Coordinates the development of requests for proposals (RFP) and other scope documentation for key capital initiatives and projects. Serves on technical evaluation committees for consultant selection for planning and design projects participates in internal steering committees and task forces and serves as a subject matter expert for projects of strategic importance.
  • Attends meetings and conferences to represent NJ TRANSIT at events and to gather best practices for the agency.
  • Provides support coordinating with MPOs and other interagency relationships as necessary for complex projects and funding needs.
  • Performs research, accumulates, and institutionalizes NJ TRANSIT design and planning practices based on global best practices in transportation planning and project development.
  • Directs activities that include modeling, planning, and designing future transportation networks that meet the goals of the agency, leading research & consultant tasks, managing planning staff performing internal activities, conducting system wide or project specific master plans for facility and yard needs, programming spatial needs for future facilities and yards, and identifying long term goals for projects and programs.
  • Directs the development of research and development activities focused on improving the agency’s ability to incorporate new technologies into facilities and yard, plan new facilities and infrastructure, identify future infrastructure and technology needs, coordinate project development, develop long term facility and yard master plans, and apply for funding opportunities.
  • Prepares the scope of work, task descriptions, budgets, and schedules for major project development studies of strategic importance. Administers budget, schedule, and preparation of required reports on assigned projects.

 EDUCATION:

  • Bachelor’s degree in Engineering, Civil/Structural Engineering, Transportation/facilities planning/engineering or
  • a related field,
  • Seven (7) experience in transportation planning, transportation engineering, facility operations/management or a related field to planning/engineering for transportation, public infrastructure, and large-scale operations.
  • A master’s degree preferred in Planning, Economics, Architecture, Engineering, and/or Public Policy can substitute for two (2) years of experience.
  • Years in research or a PHD program can be used to substitute required years of experience.
  • At least 2 years of experience managing and/or leading research, planning, and/or engineering teams in fields related to public transportation, facilities, or urban design
