Reporting Structure: Reports to the Director of Budget Policy

Description: The Program Evaluation and Policy Advisor will work closely with the Director of Budget Policy, Policy Office staff, and wider Governor’s Office teams, as well as cabinet agencies to promote accountability and effectiveness in government programs. The Program Evaluation and Policy Advisor will help to develop and refine program goals and metrics to align with the Administration’s policy priorities, review agencies’ internal program evaluation practices, and help to direct and manage evaluations by external entities.

Responsibilities:

· Work with cabinet agencies and Governor’s Office staff to inventory agency goals, programs, metrics, and evaluation plans to identify misalignments and deficiencies.

· Develop and implement program evaluation frameworks, methodologies, and tools to assess the impact, efficiency, and effectiveness of various programs.

· Collaborate with program managers, policymakers, and other stakeholders to define evaluation objectives, key performance indicators, and data collection strategies.

· Conduct in-depth data analysis, utilizing both qualitative and quantitative methods, to evaluate program outcomes and identify areas for improvement.

· Write clear, concise, and comprehensive memoranda summarizing evaluation findings, trends, and actionable recommendations to senior management and other relevant stakeholders.

· Provide technical assistance and training to program staff on evaluation-related activities, including data collection, analysis, and reporting.

Relevant Skills and Abilities

· Strong analytical skills with proficiency in quantitative and qualitative research methods.

· Excellent written and verbal communication skills, with the ability to convey complex information in a clear and concise manner to a broad range of audiences.

· Proficiency in data analysis software and tools and familiarity with data visualization techniques.

· Strong relationship-building skills and ability to foster and maintain interdisciplinary collaboration to effectively align and ensure successful implementation of initiatives.

· Ability to maintain confidentiality and relate effectively and diplomatically with colleagues and external stakeholders.

· History of strong work performance with consistent, high-quality, timely deliverables.

· Demonstrated ability to self-lead and self-motivate to lead a project from the design phase through implementation.

· Strong project management and organization abilities, and the ability to handle multiple tasks in a high-paced environment.

Education and Experience

· Master’s degree or other advanced degree preferred

· Program development and management experience is preferred
