Overview

  • Administer and support the County’s participation in the North Jersey Transportation Planning Authority’s Subregional Transportation Planning Program, including work program development, project coordination, reporting, and related grant administration.
  • Assist in the development, coordination, and implementation of the County and NJDOT transportation planning initiatives, including the County/NJDOT Six-Year Capital Plan, Transportation Improvement Program-related efforts, grant applications, project prioritization, project modifications and amendments, and major transportation problem statements.
  • Provide project management and technical planning support for local, regional, and countywide transportation planning projects, studies, and initiatives.
  • Coordinate with NJTPA, NJDOT, municipalities, neighboring counties, regional agencies, consultants, and other planning partners on transportation planning matters.
  • Assist the Supervising Planner with implementation of the Transportation Section’s work program including tracking project status, preparing reports, reviewing deliverables, and supporting consultant-managed studies.
  • Conduct transportation planning research and analysis, including review of transportation systems, multimodal mobility, bicycle and pedestrian fatalities, safety needs, land use relationships, and access considerations.
  • Prepare, review, and present technical reports, memoranda, maps, graphics, presentations, and other planning documents.
  • Support the preparation and administration of transportation-related grants, contracts, consultant scopes of work, and project budgets.
  • Contribute to the development of the County Capital Improvement Program and state/regional transportation funding documents, as applicable.
  • Assist the Land Development Section with the review of development applications.
  • Serve as the primary administrative support staff to the Somerset County Energy Council including preparation of agendas, minutes, correspondence, meeting materials, research, and follow-up on Council initiatives.
  • Attend and participate in public meetings, stakeholder meetings, committee meetings, and interagency coordination meetings as needed.
  • Perform other related duties as assigned.

Qualifications

Required

  • Bachelor’s degree in urban planning, Civil Engineering, Transportation, Geography, or a related field.
  • Three years of professional experience in transportation planning or related discipline.
  • Experience managing projects, conducting technical analyses, preparing reports
  • Good knowledge of state/federal planning grant programs, inter-agency coordination.
  • Strong organizational, communication, and stakeholder engagement skills.

Preferred

 Master’s degree in planning, transportation planning, civil engineering, geography or related field

  • NJ Professional Planners license and/or AICP Certification
  • Experience with transportation planning programs, capital programming, grant administration, consultant coordination, and state or regional transportation funding processes.
  • Familiarity with NJTPA, NJDOT, federal transportation programs, local safety planning, Complete Streets, bicycle and pedestrian planning, and multimodal transportation planning
  • Familiarity with New Jersey planning statutes/regulations or county/municipal master plans
  • Experience in public engagement or outreach

Salary: $50,000 – $82,000 /year
