Overview
The Department of Planning and Community Development in the City of Mount Vernon, NY is seeking a GIS administrator. This position will be responsible for maintaining and updating municipal GIS for base map, zoning map, demographics mapping, infrastructure and parcel mapping, 3D renderings and web mapping applications for the Department of Planning & Community Development and all other Departments as required. Functions as the GIS expert for every City Department and Agency, including but not limited to the Department of Buildings, Police Department, Department of the Assessor, Department of Public Works, and others. Supervision of interns and subordinate staff is a responsibility.
SALARY RANGE: $70,630.68 TO $105,432.69

DISTINGUISHING FEATURES OF THE CLASS:
An incumbent in this class maintains and updates municipal GIS (Geographic Information Systems) for the Department of Planning & Community Development projects and/or maps. Dependent upon departmental assignment, incumbents of this position function under the supervision of the Commissioner of Planning & Community Development. Maintains and updates municipal GIS for base map, zoning map, demographics mapping, infrastructure and parcel mapping, 3D renderings and web mapping applications for the Department of Planning & Community Development and all other Departments as required. Functions as the GIS expert for every City Department and Agency, including but not limited to the Department of Buildings, Police Department, Department of the Assessor, Department of Public Works, and others. Supervision of interns and subordinate staff is a responsibility of this class. A responsibility of this position is to respond to inquiries from the public, government agencies or other city departments by phone, email or in person. Does related work as required.
EXAMPLES OF WORK: (Illustrative only)
➢ Participates in the development of GIS databases to support the Department of Planning & Community Development with a range of planning and community development projects including but not limited to, zoning mapping, land use mapping, infrastructure mapping, comprehensive plan mapping, transportation mapping, parks mapping, environmental features mapping;
➢ Use of general GIS functions including but not limited to, geo-processing, map geo-referencing, map digitization, translation of GIS data into various formats such as shapefiles and kml’s, 3D rendering, map exporting, joining tables to GIS layers, and the creation of geo-databases;
➢ Receives and responds to requests for GIS support working closely with the Department of Planning & Community Development and/or other City department personnel;
➢ Including but not limited to, the Tax Assessor’s Office in updating the tax maps;
➢ City Clerk and Mayor’s Office in the preparation of Zoning Maps and Voting Maps as well as Westchester County and NYS Legislative Voting District Maps within the boundaries of Mount Vernon;
➢ Fire and Police from time to time, in the reproduction of GIS mapping to aid in their department’s functions and/or tasks;
➢ Maintains an up-to-date information file;
➢ Revises existing systems by digitizing other plan documents to integrate with GIS;
➢ Maintains infrastructure maps for the municipality;
➢ Prepares GIS reports and analysis for various Department of Planning & Community
➢ Development projects and/or municipal maps;
➢ Collects and assembles data concerning the development of digital data which can be integrated into the GIS database, including but not limited to field collection via GPS;
➢ Participates in department meetings for the purpose of work review, project planning and assessment;
➢ Assists in the preparation of maps and data reports for the creation of grant applications prepared by City staff.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
➢ Strong knowledge of the general principles of GIS; familiarity with the principles of MS Windows operating system;
➢ Strong working knowledge of the Microsoft Office Suite, in particular Microsoft Excel and Microsoft Word;
➢ Familiarity with Adobe Photoshop, Adobe Acrobat and Adobe Illustrator;
➢ Familiarity with Google Earth and Google
➢ Sketchup;
➢ Familiarity with large-format plotters;
➢ Familiarity with Web-based Content
➢ Management Systems and the ability to learn the system employed by the City of Mount Vernon;
➢ Ability to work independently on requests for GIS maps or data reports;
➢ Ability to prepare and interpret data in a range of digital formats;
➢ Ability to reason logically; initiative; sound judgment; ability to work well with others;
➢ Ability to familiarize him/herself with the latest developments and state of the art applications in the field of GIS and may recommend improvements and/or expansion of the City’s GIS system, based upon this information;
➢ Physical condition commensurate with the demands of the position.
ACCEPTABLE TRAINING AND EXPERIENCE:
➢ Graduation from high school or possession of a high school equivalency diploma recognized by the State Education Department of New York; PLUS, a Bachelor’s Degree in Geography, Urban Planning or a related field AND Four (4) years of professional GIS or Urban Planning experience where at least 50% of work was GIS related; OR
➢ A Masters Degree in GIS or Urban Planning PLUS Two (2) years of professional GIS or Urban Planning experience where at least 50% of work was GIS related.
