Job Description

This is a unique transportation planning position that will focus primarily on assisting the City of Trenton and Mercer County to advance Complete Streets by implementing a number of plans and initiatives that they have developed over the last several years. Federal Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funds are being used to create this position and provide technical and staff support to implement the forthcoming bike plan, trails plan, the Trenton Complete Streets Design Handbook and other existing initiatives like Vision Zero.

Work will include typical project elements like finding patterns in transportation and demographic data, collaborating with local and regional stakeholders, and summarizing study findings in clear and concise reports using creative design, mapping, and illustration work. This work benefits from the ability to think analytically, visually, and spatially. It requires a strong interest in multimodal transportation and assisting with goals and a vision for what that means for each project and activity. It also requires competence with mapping and design software, or the interest to learn. Implementation requires communications strategies and messaging; public participation, outreach, and engagement activities; and being prepared to build and maintain relationships with traditional and non-traditional stakeholders. Finally, this position will support the city and other stakeholders to identify and apply for funding, as appropriate.

The position will be located in DVRPC’s Office of Transit, Bicycle, and Pedestrian Planning (OTBP) and some amount of working time will be dedicated to the office’s wider portfolio. That work focuses on public transit, bicycle, and pedestrian research and analysis and includes conducting planning studies on topics often with an integrated approach that includes transportation, land use, design, and analysis. Focus is also on integrating these modes with one another, along with their community and development context.

Work is performed in accordance with broadly defined objectives and professional standards with the opportunity for independent judgment, subject to administrative and technical review by DVRPC’s Assistant Manager, Bicycle Programs and from the City of Trenton. This position is based in DVRPC’s Philadelphia office with travel to Trenton City offices about one day per week. Additional travel may be required to Trenton and Mercer County based on events and meeting schedules.

Responsibilities

  • Perform technical analysis and/or develop concept design plans
  • Prepare reports and memos summarizing findings and recommendations, including text, tabulations, maps, charts, and other appropriate graphics.
  • With guidance, manage projects, steering committees or task forces.
  • Present findings and conclusions to a steering committee, technical advisory committee, and the general public, as appropriate.
  • Support ongoing public and community outreach and engagement necessary for the Vision Zero efforts and bike plan implementation, including coordinating and building partnerships with Trenton community-based organizations.
  • Convene, organize and manage the “Trenton Safe Streets for All” Committee
  • Develop creative and innovative ways to advance projects with minimal funds, leveraging existing, and securing new resources, as appropriate
  • Represent DVRPC, OTBP, and the City of Trenton at internal and external meetings including presentation of technical analyses and reports.
  • Assist in the analysis and evaluation of proposals, including station area and access studies, bicycle and pedestrian facilities and networks, and proposals for new or improved public transit services.
  • Provide technical assistance to member governments, consultants, and the public.
  • Perform related planning work as required.

Qualifications

  • Considerable knowledge of the principles, practices, and objectives of transportation and regional planning.
  • Knowledge of, and proven interest in transit, bicycle, and pedestrian issues and planning methods.
  • An understanding of transportation and equity, and a commitment to incorporating equity, inclusion, and diversity principles into the work.
  • Knowledge of research methods and planning techniques, including experience working with data collection and analysis, experience in urban design or transportation facility design, and effectively displaying and conveying information.
  • Experience with, or interest in, innovative approaches to transportation data analysis and visualization, and explaining methods and results in approachable and usable ways.
  • Ability to present recommendations effectively in oral, written, and graphic form, including the demonstrated ability to write well and with high attention to detail.
  • Competency with various software including the Adobe Creative Suite (Illustrator, InDesign), ArcGIS, and Microsoft Office.
  • Experience in public participation, public outreach, facilitation, and/or communications.
  • Ability to work with and facilitate dialogue among a diverse group of stakeholders.
  • Ability to establish and maintain effective working relationships with colleagues, partners, planning officials, community groups, and the public.
  • Ability to problem solve, work, and complete assignments independently and with a team.
  • Ability to manage multiple tasks and meet deadlines, while being detail-oriented.
  • Knowledge of Trenton and Mercer County preferred.
  • Proficiency in Spanish is preferred.

Experience & Training

To be classified as an RA II, a minimum of three years of professional experience in transportation or city/regional planning; and such training as may have been gained through graduation from a four-year college/university, with major course work in a planning-related discipline applicable to transportation planning is required. A minimum of five years of experience are needed to classify as an RA III. A Master’s degree can be substituted for one year of experience
